Bid Information and Announcement
New Albany Borough is holding a site showing on November 19, 2025 at 9:00 AM for the Pelton Hill Road
Dirt and Gravel Road Program Project sponsored by the Bradford County Conservation District. These
bids will have a phase 1 completion deadline of December 17, 2025. These bids will have a phase 2
completion deadline of June 30, 2026. Specifics of phased work will be discussed at the site showing.
All work will be done under supervision of Conservation District staff.
You must register for the site showing by noon on Tuesday, November 18, 2025. Call 570-250-1032 or

You must be present at the November 19, 2025 site showing to bid on the project. Please arrive at
Pelton Hill Road by 9:00 AM for the site showing.
Road Bid – Practices to include: underdrain, agricultural access, cross pipes, ditch shaping, seeding and
mulching, 100’x18’x6’ road excavation for french mattress (excavate, line with woven geo, place R-6 rock
6’ deep, cover with woven fabric, and top with 2RC), fill basin on upside of road with loose fill (bank
run/creek gravel/shale), and delivery, placement, and compaction of road fill (3” minus and 2RC). The fill
will be used to gain height and width where needed and will be installed and compacted by a
minimum 10-ton vibratory roller, in 6” lifts with a center crown and average final slope of 4-6%. The old
road surface is to be scarified before placement of new material.
Sub-contracting of work will not be permitted.
Bids will be opened at the November 26, 2025 meeting at 6:00 pm. Bids may be mailed to New Albany
Borough, PO Box 67, New Albany, PA 18833 or delivered to 4442 Overton Road, New Albany, 18833 at
the home of Mayor Daniel Dunham. No bids will be accepted after 2:00 pm on November 26, 2025.
All bids must be in a sealed envelope addressed to the address above and be labeled:
“2025 Pelton Hill Road Dirt and Gravel Road Project Road Bid”

Bids will not be accepted any other way. The New Albany Borough Council reserves the right to accept or
reject any and all bids. Previous work history and/or experience may be a determining factor.
